Yes and no. A budget is different from the actual spending. It's supposed to be a "roadmap" of what the guideline is for spending. The House and Senate have all sorts of ways to insert crap into the Budget so that when SOME of it is taken out, they are supposed to be 'heros' for the sacrifice.

The spending is as you said...Both the Government and most of the country have contributed at least One Third to adding to our money woes, by printing the money with our credit cards, and not paying it back every month. Some people never seem to pay it back. They have several cards ....Obviously the Government hasn't paid it back either.
