REFINERY

The Company's anticipated asphalt terminalling and marketing operations for conventional and polymerized asphalt are currently applicable only to the local truck rack paving market within an approximate 100 mile radius of the Refinery.
This market segment represents approximately 20% of the total capacity of the VDU. All other asphalt manufacturing and marketing opportunities in wholesale barge and rail car paving, or retail truck for roofing asphalts, industrial grade asphalts and all conventional and polymerized asphalt products will be developed by the Company for internal benefit and growth. Beginning in 1998, the Company plans to expand its customer base by 15-20% per year until full utilization of the asphalt facility is reached.
