Well you certainly can't fault Bush for trying to make life easier for minorities. Problem is... Who in their right mind would think that some of the minorities and other "low income folks...
1) would/did not have jobs,
2) some lied about income and/or jobs on their forms when applying,
3) bought houses WAYYYYYYYYYY beyond their means,
4) didn't have any past income tax forms to show,
5) and so many other illegal things.

Plus all the while this was happening, many other minorities and people of all colors, HONEST people, saved their money, put the 10-20% that everyone used to have to pay, and paid their new mortgages. These people wanted to live the American Dream, including being honest.

In a bid to boost minority homeownership, President Bush will ask Congress for authority to eliminate the down-payment requirement for Federal Housing Administration loans.
