VAT is Value Added Tax. Almost all governments in Europe use it. Its like a national sales tax on virtually everything, from raw materials onward to the ultimate consumer. Canada calls it a GST Guest Services Tax.

I am sure there is more to it than that but basically a VAT is a national sales tax.
