I spent a good number of hours sorting out the gross systemics of this legal proceeding, copied over from Ahhahs thread as part of our archive on discovering the hows and where fores of hierarchal systems and the inter relationships between intent and actions taken in support of different levels of an agency confronting its own contradictions. Good case review for any lawyers out there.
