It needs to require the elimination of spending to balance the budget rather than encouraging stifling taxes.

This solution is obvious to all, except the people that make policy.... Of course, they know it too but the 'cutting spending' idea doesn't get anyone reelected... Pretty sick country when doing the right thing gets you kicked out in the next round of elections, to say the least of what's left in congress once the evolution completes...
