The people who best manifest Virtuous Victorian Values are the ones who become wealthiest [which I hope that's what you mean by "on top" though I suspect you mean in the medieval "conqueror" sense].

At any time they like, "Latins" can do the right things which will put them on top. So far, there's not much sign of it. There is more to success than getting poor people to cut cane and make ethanol for cars. China can make a lot of factories and copy things from smart people and work for low pay, but that's not the way to get on top.

I'll be happy to give my capital to Latins when they look as though they will treat it better than where I have it now. I'll buy things now from Latins if they produce something I want to buy. Come to think of it, I do = grapes and a few things, accommodation and supplies in the south of France.
