I like the idea of cutting spending.

OTOH I'm not sure the constitution is the place to do it. The constitution is the place to put limits on the power of the government (and thus limits on what it can fund and how it can fund it), but probably not a good place to put limits on how much the government can spend (also not a good place to put spending requirements as some countries do).
