It's neither really.

SS is a social insurance program and a program that transfers wealth from one generation to another.

The first generation of retirees to receive benefits paid little or nothing into the system. Widows, orphans and the disabled also receive money they didn't pay into the system.

SS has been incredibly successful and popular, which is exactly why conservatives hate it so much, lie about it so much, and try so hard to kill it.

SS puts the lie to conservative dogma that government can't do anything.
