It's not "often" it is a permanent state of affairs Yes often as is when given the opportunity.. instead of working on the commune..

Imagine building the Three Gorges Dam in Canada or USA. It would never get past environmental objections about the endangered left-footed mud crab which lives only in the locale. Yes I posted the same observation upon returning from China in 2007, minus the mud crab :O) Glad I took the Three Gorges Cruise though... I was looking at what I saw then as a serious attempt to start greening up.. Being pragmatic though they still increased coal production.. since as you know the folks in China don't just 'vote you out' when unhappy with you..

With Mao in a mausoleum, Yep... They are going from trying to live an unworkable theory .. to living in the real world.. It'll take a while..
