Not meaning, I hope, there's no room for improvement in government thinking. Or that "free markets" should decide the fate of telecomms?

There's plenty of evidence to indicate that good policy can have a positive impact on telecomms. By that I mean aggregate increases in throughput and capacity at reasonable rates, in a competitive and profitable market.
