Logically there is no real connection there. The building and maintaining of infrastructure should be independent of the economic cycle. Should we wait for a downturn in the economy before fixing a bridge, for instance?

Let's not forget about all of the unintended consequences involved in short-circuiting the normal economic cycle. If you don't understand that, maybe you're the one who has no sense of basic economics.
