If the drug companies are real businesses that believe in making money, they'll develop drugs anyway - if they want to make money. How many companies don't get get preferred legislation from the government, yet still make money? IBM and Apple seem to get along fine without government protection. If the drug companies decide to stop developing drugs, it will be a good opportunity for new companies to take over their businesses.
