Perhaps I have misinterpreted your post?

You have added an additional term to my definition of success, specifying there should be no cost to citizens who do not desire a state-of-the-art connection. That's tantamount to saying, "Taxpayers may opt out of the federal highway fund. Please let us know if you don't intend to use it, and you may then deduct $17 from your tax return." I am not sure this is practical.

I also fear that my description "state-of-the-art connection" is highly ambiguous and needs refinement. Goal definition is one area that will require further work from telecom engineers, economists and others. Naturally there will be diminishing marginal returns to any investment, even though the multiplier effect of such investment should be enormous.

I detect a tone of sarcasm in the rest of your post that suggests you believe the very idea of government setting national telecom policy oversteps the boundary of your concept of limited government:

- here is a voucher for a state-of-the-art connection at a very reasonable cost - use it with the supplier of your choice

and the government creates the conditions that ensure that suppliers exist for all citizens and wants ;-)

Reasonable people may disagree on this point. I believe that a proper role of government is to correct market imperfection and to set ambitious goals in vital spheres such as defense, education, environment, public health, and basic infrastructure.
