Why should fixing levees and bridges be an "economic stimulus"? Because we have deferred maintenance now. Money that should have been spent on bridges and levees was spent on wars and tax cuts. In addition we spend too much of our money on defense. That should be basic services provided by our tax money. Exactly, but it doesn't work that way in practice. Not a political chip to play when you need to justify a "stimulus" bill. The stimulus bill is justified by the dire economic straits we are facing.
