Of course you have to put them to good use if you think "creating jobs" should be a function of the government.

You and Ted brought up broken bridges and levees as justification for more government spending and more government intervention. I said fixing those should be basic things our existing tax money ought to be doing. We're never going to ask whether our tax money is being put to the best use if we keep adopting the mentality of throwing money at a problem.
