Just look at the excesses of Wall Street. Corporate America is no paragon of thriftiness. Public institutions, despite Ten's perceptions, are much more so. I know around here salaries are public record... and public money so the press is all over it. If there is waste the press is all over it. All contracts are open bid... the public knows exactly what's going on. A cut in tax revenue (which is happening big time right now) results in a cut of projects and jobs. It used to be that government was secure employment... not any more. Lower pay than the private sector, fewer perks... but yes better benefits.
