The last time Intel tried to raise prices on an existing product was flash, and that ended up a disaster. Market share tumbled.

Intel keeps up profitability the old-fashioned way: by releasing new products.

Of course the government can "raise revenue" any time they want. That's the whole point. No incentive to do more with less. Just entrench yourself using politics, then whine when any painful changes need to be made.

I wish I could resort to said whining tactics when Intel finally decides that the Irvine site is no longer cost-effective. Until then, I'll just continue to delay the inevitable by producing more than the average Intel site.
