"If nothing else, all this hand holding and kissing suggests a certain intimacy between Arab men that is considered the norm in the Arab world. Hand holding and kissing are intimate gestures whether its a man and a woman or two men. Can sexual relations be far behind?

Nonsexual expressions of brotherly love have become confused in our society. It is entirely possible to be liberated and decent but we confused the concepts by making it a test of sexual orientation and now loyalty to a party and litmus tests in partisan rhetoric. That IMO is a negative side effect of our social movements. Perhaps the movements will mature but I am not a fortune teller so I wont guess that. For the moment everyone (gays and straights) are suffering from gay stigma labeling paranoia.

In Saudi society there is no confusion about healthy expressions of brotherly love. There are also men with homosexual orientation, some live in the closet and some suppress it to live a heterosexual lifestyle. The negative side effect of their social system is much different than ours. Male teachers are not trusted and for good reason, they are more likely to act out with children than our teachers when the opportunity presents itself. Males are not trusted to be alone with women because they have poor impulse control, compared to us. So, Saudi society imposes controls which make it less likely for men to have sexual opportunities out of wedlock. Suppression of sexual expression in society is credited for these negative side effects.

However, your claim that Saudi men are all having gay sex before marriage is just ludicrous and unsubstantiable. There may be some of this prisoner behavior but I doubt it is common and you certainly haven't made such a case.
