Even trying to think like a liberal or a very generous person, I just don't understand why they would think it's fair to the residents to give illegal non-citizens lower tuition than the residents. It just doesn't make any sense. Non-residents of California have to pay a higher tuition rate than the residents - and they are legal citizens of the U.S. I'm willing to listen to the reasoning behind it but so far, haven't heard anything justification for it.
