Oh.. they're being borrowed alright.. from the market maker/specialist, who then pockets the dividend payment since he doesn't have to pass it on to the actual owner of the margined shares (since he just counterfeited them).

If I had to borrow that cash from someone else, lending it to you at a higher rate, I'd have to pass on some interest to the principal lender. But If I loan you cash you don't know if it's counterfeit or not, but you'll still pay me interest.
Which is why it's so lucrative for the mmkrs to counterfeit stock and loan it without a locate.

It's theft.. pure and simple..
