I don't think you can have any reasonable certainty about such specific numbers, but lets assume those numbers are right.

What's your point? That the North Korean nuclear program didn't end? We know that already. It continued when earlier agreements called for it to end, it continued when we treated the North Koreans softly, and it continued when we tried to treat them with some slight harshness.

The big jump is going from 0 to 1. Once you can do that going to 8 and beyond is normally just a matter of time
