Some programs slowed or eliminated, sure.

While, at the same time, INCREASING other program's budget lines.

For example: F-35 purchases were accelerated, theater missile defense and terminal area high altitude missile defense were increased, special forces increased, etc.

Some cuts, some increases. Factoring war costs out you are left with about a $21 Billion INCREASE over Bush's last defense budget.
