Well... with Iraq spending on the way DOWN, and Afghanistan about to bump UP (but not as much as Iraq is projected to decline over the budget year), we are still left with a net INCREASE to the baseline Pentagon budget (absent the spending for both wars which, after all, Bush never once included in the regular Pentagon budget anyway.... :-)
