Regardless of that one point (upon which we both seem to be agreeing) it can still be useful (can't it?) to look at the Pentagon's budget from the point of view of how much the Pentagon's weapons programs are budgeted for, and also how large the force structure is authorized/budgeted for.

I've have seen no numbers yet from any source that suggest that (apart from ephemeral war spending) the Pentagon's annual budget has done anything but INCREASE with this proposed budget.
