Threats are measured, so you have to qualify your own question or it can be honestly answered any number of ways even in contradictory ways.

Is NK an immediate threat to our ability to survive beyond the hour? No
Given the goals, aspirations, and ability to align with others, could it pose a threat to us somewhere down the road? Yes

Was Iraq immediate threat to our ability to survive beyond the hour? No
Given the goals, aspirations, and declarations of Saddam Hussein, could he have posed a threat to us somewhere down the road? Yes and it would very likely have been a major threat given the rate at which the sanctions were deteriorating and the resources at his beck and call.
