if i be the dictator, and only a dictator can cut through the arguments and counter proposals, i would first try the following sequence of planned and controlled actions

- declare national reflection week whereby all (including the government institutions) can default on all promises made forever

- close down the policing functions and let any and everything happen by natural progression

- ask a simple question one week later, that be "have most of you had enough?"

- if answered in the affirmative, then i would restart policing function and issue new but hard money

i figure we are going into above scene anyway, and so we might as well make it all a controlled exercise, with working on/off switch for the chaos that must be, and making sure it just last a survivable one week.
