In my perfect world, the Bainbridge comes up on the pirates with their Marine detachment under canvas cover. The Pirates will probably have the Captain in the center of the boat with them surrounding him. They put their two best marksmen on the two closest to him, and open up on the boat with all shooters. If the seas are fairly calm, they should be successful.

But this involves risk. And the Navy Brass are risk adverse.
