I never remotely suggested that. Reviewing history certainly informs the discussion. You are being so binary about this.

Individual people will always be corruptible. But you can't plan a system around outliers. The issue is where society's head is, not that of individuals. We need to look at where the critical mass is and in what direction is it moving. American society continues to be more civilized. And it continues to be more open. As long as we are civilized and have the openness to spot un-civilized behavior should it rear its ugly head, I don't think we have to fear that there will be a return to the ugliness that has been practiced in the past. Of course, we have to be attentive to any trace of backsliding. But I think it's reasonable to expect continued civilization and openness.

Trust, because the likelihood is high, but verify just to be safe. That's my thinking.
