But President Obama could have ordered them not to fire, and he didn't do that, so he deserves some credit

He effectively did order them not to fire by absence of his decision to tell the USN to proceed with a recovery plan.

At least three or more days elapsed before he gave the go ahead. The USN asked him at least twice for permission to proceed.

The USA does not negotiate with terrorists!! He authorized the FBI to negotiate with the Somali terrorists.

For at least three days, he voted "present".
