Re: [WHAT "plans"?] "Defense budgets aren't created entirely from scratch each year. Planing is done for years down the road, contracts and programs exist that last years."

Yes, I know.

But that doesn't answer the direct question that I asked of you.

YOU POSTED that "In terms of changes from the previous (defense budget) plans its a decrease."

And I asked: WHAT plan(s) is it supposedly a 'decrease' FROM????????

You CANNOT claim to have made a mathematical calculation (in this case: a subtraction function) without having two clear numbers that you are using to make the comparison with.

We have the EXACT DOLLAR AMOUNT of the newly proposed defense department budget... so, (if you are claiming that it is a "decrease"), then WHAT is it a 'decrease' FROM????????

Not President Bush's last defense budget... we have already established that I believe... so WHAT 'plan' exactly are you claiming to find a decrease from?

But, if all you are saying is this: "...the net effect of which is in some senses a cut and in others an increase" (some parts and some programs are cut, while some parts and programs are increased).... well for *sure* that is true about each and every Defense budget, and always has been. :-)
