I think prior to the beginning of the movement to get "assault weapons" banned, the term, while undefined and imprecise, would mostly refer to full auto-weapons, perhaps assault rifles, perhaps (with the removal of "rifle" from the term) to any full auto weapons, but it wasn't something that would have normally been used to refer to semi-auto weapons.

Perhaps the use of "assault weapon" to refer to semi-auto weapons was a deliberate tactic to confuse the issue, to make people think that the laws covering this topic where concerned with banning (fully) automatic weapons when they are not.
