Although people sometimes talk about suitcase nukes, from what I've read none of them actually exist. The technology requirements to build such a device are very high, and countries that have such technology don't need suitcase nukes because they have missiles.

As for hand held nukes, I don't know of any reason anyone would attempt to build them. That would be like having a gun that is sure to kill your enemy because it fires in all directions at once. Fine, as long as you don't mind dying the first time you fire it.
