Clearly the pirates are taking revenge on ships that are not dumping. They're not even focusing their attacks on the ships of those nations that supposedly did the dumping. Instead, they're grabbing whatever ship happens to be handy.

Following that sort of logic, it would make perfect sense for other countries to kill Somalis at random in order to punish piracy that is promulgated by other Somalis. But I don't believe that it makes any sense at all. If someone does you a wrong, then you should take your revenge against that person, not against someone else, even if they're a near relative or friend. I think it's immoral to punish people for things they haven't done, even if it is what your instincts call out for you to do.

The only time one could argue that it should happen is wartime, and this is not war. It's crime.
