Look at 'united' Germany. Now 20 years after the 're unification', East Germany just like South Italy is still very similar to a Mezzogiorno project. Billions have been pumped into infra structure there and every tax payer pays a so called Solidarity Adder to their 'normal' taxes, purpose of which is -r rather initially was - to help investing in needy infra structures in the East.

In real life, this tax adder in most East German communities is rather used to cover consumption, to fill the voids in theír extremely generous welfare programs. Berlin and Brandenburg are excellent examples here.

That actually is against the law but it's done anyway.

So why not face reality here: Treat South Italy same way as East Germany.
Add a 'solidarity tax' to all 'rich' North Italians and give the guys down thre a freedom to live their lives the way they seem to prefer.

Basically, just put your head in the sand, turn your back on them and - pay for that to keep your conscience calm.
