A temporary worker program for Mexicans that lets them come and go as jobs tempt them would solve a huge part of the border problem. Let the border guards chase the true intending illegal immigrants while the temporary workers come through with documentation, pay full taxes on their earnings then go home again.

IOW, adapt the laws and bureaucracy to economic reality instead of pretending we can change it. Much of the drug trade follows the exact same dynamic too.
