The number of temp worker visas would flow with the economy, obviously reaching deep lows in times like these and going up as the economy grows. The beauty of the program is that an unemployed Mexican knows it is easier to go home when he is out of work and come back legally later. Right now, many will stay on this side so they don't have to run the border in the future.
