My experience with "migrant labor" is they have so few issues getting into the county and they're so bold as to fly home. My mother owns a travel agency and used them for a small tree farm she had, borrowing laborers from larger farms and sending them home yearly on planes. Truly eye opening insights into the system - of course that was three/four years ago - maybe things have changed - but I doubt much.
