If China can get growth to above 5 percent this year and 6-7 percent for the next 2 years, many of those overpriced properties will be able to bring rents back up along with valuations. That's the great thing about huge growth rates - they can even compensate for a bunch of 'fees'.

That doesn't mean that China can build bridges to nowhere with no negative consequenses, but they can build ahead of demand by a few years, as long as they don't do too much.

Also, most of the state enterprises that were a large drag have been improved, downsized, or sold off.
