My first urgent step should be to prevent US citizens from becoming hostages. In addition to hardening the target for US-flagged vessels, we should probably issue an order to block US citizens from traveling thru the pirate zone on non-secure ships as either passengers or crew.

Second, the naval task force ROE should be broadened to take stronger preemptive action against suspected pirate mother ships and attack boats.

I'm rather dubious about attacking the pirate land bases. It sounds righteous, but we could get bogged down in yet another swamp. Hiring some locals to go after the pirates might work though.

Bottom line is that I think the ship owners should harden their targets. The pirates are just a bunch of untrained teenagers with AK47s and RPGs.
