You are speculating and most likely wrong.

It is possible that NK would have restarted manufacturing fissile material if McCain had won, but after President Bush worked with Israel to wipe out NK's nuke plant in Syria they learned to respect the spendthrift.

NK is broke and without the export dollars from forged currency and counterfeit goods they would be broke and collapse. They are trying to make a significant place by being a threat.

It is interesting that you bring up the success of President Bush's Iraq policy.
