The definition has been posted here several times now. It begins: "any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted..." Waterboarding simulates drowning and causes the person to think they are dying. If you don't see that clearly qualifies as severe mental pain and suffering, i really don't know what to tell you... SD
