According to what I've read, the 70's were pretty bad especially for the average person.

You could claim that was a fluke and that Jimmy Carter really didn't have a chance, but you'd be hard-pressed to claim that only the rich and powerful saw their lives improve after the tides of conservatism washed ashore in the 80's.
