Benwood, in my state I wrote the first State plan for a comprehensive emergency medical services system (EMS) with 15 components with goals , objectives and methodology and I was the first State Director and implemented it.

Before I figured out a plan people who were injured or ill were thrown in the back seat of a car or truck and good luck.

Now policemen, firemen and EMT's are trained all over the state to be EMT's or parmedics and can stabilize a patient at the scene and everyone knows the next step depending on whether it is a heart attack, broken back or 3rd degree burns.

We have a 911 phone number and in urban areas medics are usually there in 10 minutes. In rural areas we train thousands of people to be emergency medical technicians and parmedics.

That was all government money used to coordinat with local communities. And the costs were minimal. A few million dollars including ambulances and equipment.

Before I wrote and implemented that plan we had nothing. And people needlessly died like flies.

Our EM system is now a model for the world and thousands of lives have been saved. I doubt anyone would want to go back to the old ways.

Where was the private sector before I wrote and implemented that plan with federal money PL 93-154.?

Hurricane Katrina was allocated to the private sector and it is stil a mess, Gustav was the public sector.

Which worked out best.
