You have a very graphic example with Bernie Madoff...... Madoff wasn't the result of laissez-faire politics. Madoff was the result of a criminal mind. The fact that he got away with it for so long demonstrates not a lack of regulation, but too much corruption among appointed officials. So you're suggesting that Madoff paid off people at the SEC. Where do you have evidence of that?
