(R)nold also made the same promises. Got shot down by the unions. Now he's forced to raise taxes. Yet not one state worker is going to be laid off.

There is never any incentive for government to shrink and streamline itself. I don't expect a socialist community organizer with a Harvard law degree to be an effective driver for bureaucratic efficiency.
