With or without GPS it should be possible to bury or hide something in a wooded but accessible area in most countries.

There is no record that way, not even a safe deposit box with yearly fees.

Just far enough away so that if the highway is built to four lanes you cache won't be covered up.

Look at how the Cubans had their property, including wedding rings, grabbed at the airport when they fled Castro. Many ended up in Miami broke.

The ones who left earlier or even moved a little bit out fared far better.
