Both China and South Korea are terrified of having to deal with the refugees and picking up the pieces. If that was the case wouldn't it be in Chinas best interest to force Kim to divert money from bomb development to food development? I know, looking for logic here might be futile... The brainwashing in the country has been so horrific that I don't think any North Koreans can be called quite right in the head. Made even more horrific when you have a large chunk of the population living off grass stew (with the occasional sneaker thrown in for flavor).... it'd be funny if it wasn't close to reality.
