This is a tragedy. But there is something strange about a 26 year old mom with three kids, apparently not in car seats, driving along a dark, deserted road at 3:30AM, a road she apparently is unfamiliar with.

Whatever her condition....its irrelevant. Gov't is supposed to ensure the safety and welfare of its citizens. A state highway running into a lake is a dangerous hazard. At nite, whether sober or drunk, people can get confused. The elderly are particularly susceptible to that kind of confusion. There should have been a guard rail installed to at least slow someone going in that direction.
