TJ, the reason Tibet was not bought was that when primates conduct territorial warfare, the idea of buying adjacent territory is not one they think of, or are even capable of thinking.

Old age pensioners will be told that they should have provided for themselves and welfare bludgers in general will be informed that the normal way of life is for family to take care of the indigent. Welfare state funding will be cut back severely. If they learn Mandarin, they might get tax credits or some small stipend if they report on any untoward insurrectionists.
